RAJASTHAN 3rd GRADE TEACHERS EXAM 2012

जयपुर.राज्य सरकार प्रदेश में शिक्षक भर्ती के दूसरे चरण में 20 हजार भर्तियां करने से पहले टेट का आयोजन करेगी। इसका आयोजन जुलाई में होगा और नोडल एजेंसी माध्यमिक शिक्षा बोर्ड ही रहेगा। बोर्ड के सैकंडरी और सीनियर सैकंडरी परीक्षाओं के परिणाम घोषित होने के साथ ही टेट के लिए तैयारियां शुरू कर दी जाएंगी। प्रदेश में फिलहाल प्रक्रियाधीन 41 हजार शिक्षकों की भर्ती में महज तीन लाख टेट उत्तीर्ण अभ्यार्थियों के शामिल होने से सरकार पर अगली टेट को लेकर भारी दबाव है।

शिक्षा विभाग के प्रमुख सचिव अशोक संपतराम ने बताया कि शिक्षक भर्ती का दूसरा चरण शुरू होने से पहले ही टेट का आयोजन कर परिणाम घोषित कर दिया जाएगा। इससे बड़ी संख्या में छात्रों को शिक्षक भर्ती में शामिल होने का मौका मिल सकेगा। इस संबंध में विभागीय स्तर पर फैसला कर लिया गया है। उन्होंने बताया कि टेट जुलाई के अंतिम सप्ताह में संभावित है और इसकी तिथि कुछ दिनों में तय कर ली जाएगी।

फिलहाल बोर्ड की पहली प्राथमिकता समय पर परिणाम तैयार करना है, ऐसे में जल्दबाजी में टेट नहीं कराई जा सकती। अगली टेट में उन अभ्यार्थियों को भी अंक सुधार का मौका मिलेगा जो कम अंकों से उत्तीर्ण हुए हैं। शिक्षक भर्ती में टेट का 20 प्रतिशत अंक भार होने से यह चयन में महत्वपूर्ण भूमिका निभाएगी।

शिक्षक भर्ती परीक्षा तिथि अब तय होगी

41 हजार शिक्षकों की आवेदन प्रक्रिया पूरी होने के बाद अब परीक्षा तिथि का निर्धारण एक-दो दिनों में कर लिया जाएगा। परीक्षा मई के अंतिम सप्ताह में संभावित है। अधिकारी फिलहाल मई के अंतिम सप्ताह में प्रस्तावित सभी परीक्षाओं के कलंडर खंगालने लगे हैं जिससे परीक्षा तिथि का अन्य परीक्षाओं से किसी प्रकार का टकराव नहीं हो। पंचायतीराज विभाग की आयुक्त अपर्णा अरोड़ा ने बताया कि फिलहाल मंत्री बाहर हैं और उनसे चर्चा के बाद एक-दो दिन में तिथि घोषित कर दी जाएगी।

विषयवार पाठ्यक्रम निर्धारित नहीं होने से अभ्यर्थी परेशान:

शिक्षक भर्ती के लिए विषयवार पाठ्यक्रम निर्धारित नहीं होने से परीक्षा की तैयारी में लगे अभ्यार्थियों को खासी परेशानी आ रही है। वे यह तय नहीं कर पा रहे हैं कि आखिर प्रश्न किस टॉपिक से पूछ लिए जाएंगे। इस संबंध में अभ्यार्थियों ने विभाग को शिकायत भी दर्ज कराई है। हालांकि यह पहले ही तय हो चुका है कि विषयवार पाठ्यक्रम घोषित नहीं किया जाएगा। हर विषय में सैकंडरी स्तर तक के प्रश्न पूछे जाएंगे।

Controversial Abhishek Manu Singhvi video goes public on Facebook, YouTube

New Delhi: Two days after Delhi High Court restrained a media house from publishing, telecasting or broadcasting the controversial CD of senior Congress leader Abhishek Manu Singhvi, the contents of the video was uploaded on social networking site Facebook and YouTube on Thursday.
The video was first uploaded on YouTube with a Google account and the same account was then used to make a profile on Facebook. This Facebook profile was created on April 19 itself. Both the accounts have been made in the name of John Singh.
The person who uploaded the contents is well aware of the sensitivity of the issue. The video on YouTube shows a message asking viewers to contact on a given e-mail id if the video is blocked. It also claims that this is the first video in a series of videos from the controversial CD.
Singhvbi approached the court to stop the media house from publishing contents of the allegedly ‘forged, fabricated and morphed’ CD.

Exam info-शिक्षक भर्ती : लेवल फर्स्ट में 16,798 और सैकंड में 16,218 अभ्यर्थी

जयपुर.तृतीय श्रेणी शिक्षक भर्ती के मिले आवेदनों में सर्वाधिक आवेदक ओबीसी वर्ग के अभ्यर्थियों के मिले हैं। इनकी संख्या लेवल फस्र्ट में 2,76,807 और लेवल सेकंड में 2,68,404 ओबीसी अभ्यर्थियों ने आवेदन किए हैं। पंचायती राज विभाग की ओर से आवेदनों की वर्ग वार की गई छंटनी में यह तथ्य सामने आया है। इसके अनुसार एसबीसी वर्ग के अभ्यर्थियों के आवेदनों की इस बार अलग से छंटनी की गई है।

एसबीसी के अभ्यर्थी लेवल फस्र्ट में 16798 और लेवल सेकंड में 16218 अभ्यर्थी हैं। आवेदनों की छंटनी में सामने आया है कि पांचवीं कक्षा तक के लिए लेवल फस्र्ट में ओबीसी के बाद दूसरे स्थान पर सामान्य वर्ग और तीसरे स्थान पर एससी के अभ्यर्थी है।

एसटी के अभ्यर्थियों की संख्या चौथे स्थान पर है। यही स्थिति लेवल सेकंड में है। लेवल सेकंड में अभ्यर्थियों की संख्या अलबत्ता कम है। बाड़मेर और नागौर में सर्वाधिक पद होने के कारण इन जिलों में फस्र्ट लेवल में आवेदन करने वालों की संख्या भी अधिक है और इनमें भी ओबीसी के अभ्यर्थियों की संख्या क्रमश: 31,141 और 27,597 हैं। सेकंड लेवल में भी क्रमश: 28,616 और 28,052 है।

शिक्षा मंत्री ब्रज किशोर शर्मा ने विधानसभा में किया स्पष्ट, टेट की अगली परीक्षा जुलाई में

जयपुर। प्रदेश में होने वाली शिक्षक भर्ती में वे ही अभ्यर्थी शामिल हो सकेंगे, जिन्होंने टेट की परीक्षा पास कर ली हो। सिर्फ बीएड या एसटीसी पास करने वाले अभ्यर्थियों में से किसी ने आवेदन कर दिया है तो वे परीक्षा में नहीं बैठ सकेंगे। शिक्षा मंत्री ब्रज किशोर शर्मा ने राज्य विधानसभा में प्रश्नकाल के दौरान यह खुलासा किया। वे भाजपा के हेम सिंह भडाना के मूल सवाल पर हुई चर्चा में सदस्यों के प्रश्नों का जवाब दे रहे थे।

प्रतिपक्ष के सदस्यों ने शिक्षक भर्ती को लेकर सवालों की बौछार कर दी। भाजपा के घनश्याम तिवाड़ी ने कहा कि सरकार की ऐसी क्या मजबूरी थी कि टेट को मंजूर किया गया। उन्होंने कहा कि क्या टेट से बचे बच्चों के लिए राज्य सरकार राज्य स्तर का कोई कैडर बनाकर भर्ती करने का विचार रखती है। उन्होंने टेट पास करने की न्यूनतम अंक अलग अलग क्यों रखे गए हैं। भाजपा के गुलाबचंद कटारिया ने जानना चाहा कि जिस समय टेट की परीक्षा करवाई गई थी, उस समय 60 प्रतिशत की अनिवार्यता क्यों नहीं बताई गई माकपा ने अमरा राम और जसवंत सिंह ने भी अगली टेट की परीक्षा करवाने और बिना टेट परीक्षा में बैठने देने के बारे में जानना चाहा था। उन्होंने योग्यता से खिलवाड़ करने का आरोप भी लगाया।

शिक्षा मंत्री ब्रज किशोर शर्मा ने स्पष्ट किया कि एनसीटीई 23 अक्टूबर, 2010 को जारी अधिसूचना में शिक्षक भर्ती के लिए टेट जरूरी किया गया है। ऐसे में सिर्फ बीएड- एसटीसी वालों के आवेदन मान्य नहीं होंगे। अगर किसी ने आवेदन किया है तो वह निरस्त होगा। शर्मा ने कहा कि टेट में भी 60 प्रतिशत अंक लाने की अनिवार्यता होगी।
उन्होंने कहा कि एससी, एसटी, ओबीसी, एसबीसी और सामान्य वर्ग की महिलाओं को इसमें 10 प्रतिशत की छूट दी जाएगी। वहीं एससी, एसटी, ओबीसी, एसबीसी की महिलाओं, विधवा- परित्यक्ताओं को 15 प्रतिशत और निशक्तजनों को 20 प्रतिशत की छूट दी जाएगी।

शर्मा ने कहा कि एनसीटीई ने जो कार्यक्रम बनाया है, उसके मुताबिक टेट की परीक्षा साल में एक बार कराई जा सकेगी। इसके चलते अब जुलाई में टेट की परीक्षा करवाई जाएगी। उन्होंने कहा कि मंत्रिमंडलीय सचिवालय की अधिसूचना दिनांक 10 जून, 2011 के अनुसार कार्यविधि में संशोधन किया जाकर प्राथमिक और उच्च प्राथमिक शिक्षकों का चयन का काम ग्रामीण विकास और पंचायती राज विभाग को दिया जा चुका है।

61,374 पद रिक्त :

शिक्षा मंत्री ने सवाल पर बताया कि राज्य में तृतीय श्रेणी शिक्षकों के 61,374 पद रिक्त है। इसमें से 41,000 पदों को अभी भरे जा रहे हैं। वहीं, 20,000 शिक्षकों की और भर्ती करने की घोषणा मुख्यमंत्री के बजट भाषण में की जा चुकी है। उन्होंने कहा कि विशेष शिक्षकों के लिए भी टेट पास होना जरूरी है।

सामान्य वर्ग वालों का क्या होगा :

सवालों की झड़ी के बीच भाजपा विधायक दल के उपनेता घनश्याम तिवाड़ी ने कहा कि 60 प्रतिशत अंकों की अनिवार्यता में से आरक्षित वर्ग को तो छूट दे दी लेकिन ब्राह्मण, वैश्य, राजपूत और सामान्य वर्ग के अभ्यर्थियों का क्या होगा। उन्होंने कहा कि टेट की परीक्षा के समय न्यूनतम अंक का प्रावधान शामिल नहीं किया गया था।

जयपुर.हाईकोर्ट ने आरसीआई से विशेष प्रशिक्षण प्राप्त प्रार्थी अभ्यर्थियों को बिना आरटेट ही अस्थाई तौर पर तृतीय श्रेणी शिक्षक भर्ती 2012 में शामिल करने का निर्देश दिया है। न्यायाधीश प्रेम शंकर आसोपा ने यह अंतरिम आदेश योगेश तिवारी व 26 अन्य की याचिका पर दिया। याचिका में कहा कि विशेष शिक्षक भर्ती के लिए न्यूनतम योग्यता में आरटेट का प्रावधान नहीं है, लेकिन आरटेट पास होने की योग्यता तय की है। यह शर्त प्रार्थियों पर लागू नहीं होती, क्योंकि उनकी नियुक्ति विशेष विकलांग बच्चों को पढ़ाने के लिए होगी और उसके लिए आरटेट परीक्षा पास करना जरूरी नहीं है।

थर्ड ग्रेड शिक्षक भर्ती को लेकर मंत्री-विधायक अपनी ही सरकार के खिलाफ!

जयपुर.तृतीय श्रेणी शिक्षक भर्ती को आरपीएससी से कराने की मांग को लेकर सरकार के खिलाफ उसके ही मंत्री और कांग्रेस विधायकों ने भी मोर्चा खोल दिया है। विपक्षी सदस्यों ने भी भाजपा विधायक दल के उपनेता घनश्याम तिवाड़ी की अगुवाई में इस मांग को उठाया। सूरजगढ़ से कांग्रेस विधायक श्रवण कुमार ने इस मुद्दे को लेकर मंगलवार को विधानसभा में अध्यक्ष को अपना इस्तीफा सौंप दिया।

चिकित्सा राज्यमंत्री डॉ. राजकुमार शर्मा, आयोजना (श्रमशक्ति) राज्य मंत्री राजेंद्र गुढ़ा और कांग्रेस विधायक गोविंद सिंह डोटासरा ने भी सदन में खड़े होकर शिक्षक भर्ती की परीक्षा आरपीएससी के मार्फत कराने तथा एक ही मेरिट बनाने की मांग कर दी। राजेंद्र गुढ़ा ने तो यहां तक कह दिया कि अगर ऐसा नहीं हुआ तो क्षेत्र के किसी विधायक के फिर से जीतकर आने की संभावना नहीं रहेगी।

प्रश्नकाल की समाप्ति से ठीक पहले और शून्यकाल की शुरुआत में हुए इस मुद्दे पर हंगामे में सदन के सदस्य दलगत व्यवस्था से अलग हटकर क्षेत्र के अनुसार बंटे नजर आए। कांग्रेस के प्रकाश चौधरी, शालेह मोहम्मद, भाजपा के बाबूसिंह राठौड़ और पुष्पेंद्र सिंह राणावत ने जिला परिषदों से ही परीक्षा कराने पर जोर दिया।

भाजपा विधायकों ने आसन के सामने दिया धरना

शून्यकाल में घनश्याम तिवाड़ी के शिक्षक भर्ती की परीक्षा आरपीएससी से ही कराने का मुद्दा उठाया। उन्होंने कहा कि जिला परिषदों से भर्ती कराने पर भ्रष्टाचार की आशंका रहेगी। तिवाड़ी ने अपनी बात पूरी करने पर मंत्री से जवाब देने की मांग की। इस पर खंडेला विधायक बंशीधर खंडेला सबसे पहले वेल में पहुंचे।

उनके साथ आए वासुदेव देवनानी और फूलचंद भिंडा आसन के सामने धरने पर बैठ गए। उनके बाद वासुदेव देवनानी, फूलचंद भिंडा, सुंदरलाल, कालीचरण सराफ सहित कई विधायक वेल में आ गए और मंत्री से घोषणा कराने की मांग करने लगे। सादुलपुर विधायक कमला कस्वां, रतनगढ़ विधायक राजकुमार रिणवां, पिलानी विधायक सुंदरलाल ने भी इन विधायकों का समर्थन किया।

प्रश्नकाल समाप्ति से ठीक पहले विधायक श्रवण कुमार ने अपना इस्तीफा लहराया, पढ़ा और अध्यक्ष को सौंप दिया। जब वे इस्तीफा सौंपने के लिए विधानसभा अध्यक्ष की ओर बढ़ रहे थे तो स्वायत्त शासन मंत्री शांति धारीवाल ने उन्हें रोकने का प्रयास किया, लेकिन वे नहीं रुके।

शिक्षा पर न हो राजनीति

इस्तीफे के बाद विधायक श्रवण कुमार ने सदन के बाहर बातचीत में कहा कि शिक्षा पर राजनीति नहीं होनी चाहिए। कई विधायक व मंत्री भर्ती आरपीएससी से करवाना चाहते हैं। इन विधायकों व मंत्रियों के साथ बैठक कर मुख्यमंत्री से बातचीत करेंगे।

यदि उन्होंने मांग नहीं मानी तो दिल्ली तक जाएंगे। लोगों ने बच्चों को बीएड व टेट कराया है। यदि वे भर्ती से वंचित रहते हैं और कानून में खामी है तो विधायकों को उसे ठीक करना चाहिए।

अब क्या होगा इस्तीफे का

विधायक को अपना इस्तीफा अध्यक्ष को देना होता है। यह अध्यक्ष का विवेकाधिकार होता है कि वे इस्तीफा स्वीकार करते हैं या नहीं। श्रवण कुमार के इस्तीफे पर अध्यक्ष दीपेंद्र सिंह शेखावत का कहना है कि वे इसका परीक्षण करवाएंगे, इसके बाद कोई फैसला करेंगे।

विधानसभा अध्यक्ष ने लौटाए सेलफोन

विधानसभा अध्यक्ष ने मंगलवार शाम सभी 41 विधायकों के सेल फोन वापस करने की व्यवस्था दे दी। ये सेलफोन सोमवार को प्रश्नकाल के दौरान कॉल डिटेल के आधार पर आरोपी बनाने के विरोध में एक निर्दलीय और 40 भाजपा विधायकों ने विधानसभा अध्यक्ष की टेबल पर रखे थे। अध्यक्ष ने इन्हें सदन की प्रोपर्टी बताकर जब्त कर लिया था।मंगलवार को कई विधायकों ने अध्यक्ष से सेल फोन लौटाने का आग्रह किया था। इसके बाद अध्यक्ष ने सेलफोन लौटाने की व्यवस्था दी।

जयपुर.जिलास्तर पर थर्ड ग्रेड शिक्षक भर्ती परीक्षा का निर्णय बीएड और बीएसटीसी डिग्रीधारियों के लिए परेशानी का सबब बन गया। इस निर्णय से बेरोजगार लुट रहे हैं और सरकार को आमदनी हो रही है। इसका कारण है टेट उत्तीर्ण एक-एक अभ्यर्थी 20 से अधिक फॉर्म भर रहा है। कई ने तो 30 फॉर्म तक भर दिए। ज्यादा संख्या में भरे जा रहे फॉर्मो के कारण अंतिम दिन रविवार को पंचायतीराज विभाग की वेबसाइट ही हैंग हो गई। इस कारण हजारों अभ्यर्थी फॉर्म नहीं भर सके।

राज्य में शिक्षक पात्रता परीक्षा (टेट) की योग्यता पाने वाले करीब 2.60 लाख अभ्यर्थी हैं, लेकिन शिक्षक भर्ती के फॉर्मो का आंकड़ा 8 लाख के पार जाने की संभावना है। टेट योग्यता वालों के मुकाबले अधिक फॉर्म भरे जाने से सरकार को कमाई हो रही है। सामान्य वर्ग के अभ्यर्थी को 250 रु. परीक्षा शुल्क व अन्य खर्चो को मिलाकर करीब 325 रु. तक एक फॉर्म पर खर्च करने पड़े हैं। अभ्यर्थी केवल एक जगह से ही परीक्षा दे सकेगा। परीक्षा 13 मई को होनी है।

राजस्थान शिक्षक भर्ती संघर्ष समिति के अध्यक्ष संदीप कलवानियां का कहना है कि पटवारी भर्ती में गड़बड़ी होने के बाद सरकार को थर्ड ग्रेड शिक्षक भर्ती आरपीएससी से करानी चाहिए थी। अभ्यर्थी चयन को लेकर आश्वस्त नहीं होने से ज्यादा जिलों से फॉर्म भरने को मजबूर हैं।

राजस्थान प्रशिक्षित बेरोजगार संघ के अध्यक्ष दीपेंद्र शर्मा का कहना है कि जिला परिषद के माध्यम से भर्ती का शुरू से विरोध किया है। अब अभ्यर्थी लुट रहे हैं। अभ्यर्थी जानता है कि वह एक जिले से परीक्षा में बैठ सकता है। इसके बावजूद 25-30 फॉर्म भर रहा है। आरपीएससी से भर्ती होती और राज्यस्तरीय मेरिट बनती तो उन्हें लुटने से बचाया जा सकता था।

राज्य स्तर पर मेरिट तैयार होने की संभावना

तृतीय श्रेणी शिक्षक भर्ती को लेकर विवाद के बाद इसकी राज्य स्तर पर मेरिट बनने की संभावना है। सभी जिलों का समान प्रश्न-पत्र भी बनवाया जा सकता है। इस संबंध में अंतिम फैसला मुख्यमंत्री स्तर पर हो सकता है। शिक्षक भर्ती आरपीएससी से पूर्व की तरह कराने को लेकर भी कई विधायक सरकार से नाराज हैं।
